That's what he is doing.

I believe he stated at a speech today that he'd be able to just write an order ending DADT, but Congress took that power away from the Presidency after Truman did it to end segregation. Obama has to wait for Congress to do anything, and they won't do much until after the election.

whether or not this is repealed wont matter. Fact is we still live in a very homophobic society. Even best case scenario, you will have people not joining the military for fear of being butt-raped by fellow soldiers, worst case you get alot of homosexuals violently assualted while their prejudice senior officers look the other way.

I'm pretty sure that's not quite how things played out when we desegregated the military. I mean, yeah it was a little rough for a small while but the military industrial complex is specialized in breaking a person down and building them back up again to work in a cohesive unit. Nobody has time for racist/homophobic bullshit when their lives depend on counting on your fellow teamates.

If the government is forbidden from enforcing 10 U.S.C. § 654, members of the armed forces cannot be discharged on the basis of their homosexuality.

So the military is forbidden, at this time, to dismiss members on basis of sexual orientation. Obama is pussyfooting around like an idiot to be honest and while his administration has passed some seriously landmark legislation in a time of historic obstructionism, it's this kind of wishy-washy approach of "Well you could totally block it and we could let it ride but NO we're going to make CONGRESS do it even though they never will" is what's really pissing off and turning off democratic supporters and making certain that real actual change won't come to pass.
