Just fixed it. Go to steam and settings. Your default internet speed setting is 256, you need to bump it up. I'm set it for 2M (I'm on cable) and its working fine now.

This may explain why I've been having such pitiful ping this whole time.

Also Nin, you may want to bump down graphics settings, and possibly do things like decrease the maximum decal count, various non-essential settings that may reduce the strain on your graphics card and processor.
