Actually, it looks to me like a fairly obvious frame job of Masked Jedi. But maybe that's what they want us to think.
EDIT: Also, prossibly an attempt to draw the bodyguard to Demetrius in order to free up B_real or CC for a night kill.

Jedi is one of the "Friends," so a frame on him doesn't make much sense. Plus the citizens bit makes me worry even more.

Demetrius, I got a letter too and it was also signed from the citizens. Mine made me sad.. but didn't threaten me!
