I really want Lucy to destroy Megaton but if she goes to Megaton now, she'll develop connections to the people there and she's just too nice a person right now to backstab the people of Megaton if she meets them. So she needs to meet someone else first, be properly corrupted, and The Family might just be the ones to introduce her to a bit more of her darker side. The Family's a good easy(ier) quest to do at this time, and I don't think Lucy's strong enough yet to fight her way through DC, which would be the other natural impulse for anyone leaving a vault (held towards what looks like civilization.)
So I'd have Lucy head northwest, perhaps under the flawed assumption that DC was actually nuked and thus would be over-radiated.

Fuck it, I say east towards Ten Penny Tower.
Stick with the Neutral/Evil sliding scale, it's a lot more interesting to read about a character who's constantly having to balance survival with at least a little bit of moralizing instead of DARTH LUCIFER, EATER OF WORLDS AND OF CHILDREN.
