Is it worth it?
As of late, ye old Family Computer (Typically used by my father) has been having some issues with crashes and uncontrolled rebooting. (I suspect it's something in the BIOS) Now, my father wanted to upgrade it to windows 10, but the integrated graphics card was not up to it. We paid $400 for it (Including monitor) so I have to ask: is it worth upgrading/repairing that one, or would we be better off just buying a whole new one?

judging by the issues you listed, might just want to get a new one. The issues you described, sounds like something needs replacing so you are probably gonna blow a good 100 just getting it running. It probably would be cheaper to upgrade it just enough to keep it running but it wouldn't be long before you are right back where you started.
