I believe that they believe that the people who voted for the zombie-heavy places both times are the most likely to be the ZL, and that Moogle or 42 are currently considered the most likely out of those to be the ZL, due to their personal opinions.

My personal opinion is that we all need to hug one another and eat some more cheetohs.

Yeah, Zilla's whole theory however is banking on the fact that the ZL would be stupid enough to vote for their favorite choice everytime (which I highly doubt unless the ZL is just flat out stupid).

Long Edit: Actually the ones I'd be concerned with are the ones that have been wishy-washy with their votes. Either that or haven't actually voted and tried to seem indecisive so they'd stay off of such lists.

Nothing positive, however if we kill them off ourselves it's +2 zombies instead of the usual +1 for having them around. So basically even if we know for certain that someone is an Annoying victim we really can't kill them off and just have to hope they die via zombies. Otherwise it's worse to kill off the Annoying victims.

They attract zombies so the fact that zombies killed Masked Jedi means that there only will be +1 zombie at every location now.

The people were looking for are the people who argued for the Zombie-Filled Places. The ZL's job is to convince us to move towards those places, otherwise he just wasted zombies. 42 and Moogle are the most likely because of this, not because of their votes. That is why 42 seems the better choice to me, because he didn't vote for the warehouse, but he did argue for it.
