Everybody was aware of this rule and what it may do.
You need to roll 3 6's to start a revolution, though. What're the odds? Mainly, it's just there as flavour. Sure, Hawk can execute Tactics. But what's the fun in that?

Oh yeah, I mean I know everyone was made aware but it's totally the kind of thing you might forget about this far into the game.
I totally hope he doesn't choose to execute, it just seems like the best option is all. |

Meh, I know it's not the fun thing to do, but I want to win, and I can't risk letting him go and I can't spare the manpower to imprison him. Also he betrayed me, which is why I've been gunning for him these last few turns.
Sorry Tac! But yeah I'm totally cold hearted and ruthless too, so that's cool.
