- Grants to encourage black officer enrollment (Because in a city that's more than 70% black there's clearly no bias towards exclusively hiring and training white officers, and the trouble is recruiting.)

It's obvious that kid should have been able to hear the police officer shouting commands out of a moving vehicle bounding down for him at high speeds - if that actually happened - because as we all know it's easy to comprehend people yelling out of moving vehicles at distance. Gangstas, amirite!
