Alex Mercer vs. Liberty Prime.

Despite Mercer's formidable attacks, considering it takes him like 2-3 punches to disable a tank, I'm gonna give this one to Prime.

And that's assuming a fight even happens, Prime might be able to talk him down with pro-American propaganda.

Also the planets Samus destroys are often filled with cultural artifacts of the people who raised her. And at least one of her genocides is a species said race created. She's not exactly coming out ahead in all of this either.
