Honestly, if you can't find something on the Internet, there's no hope for you, but I understand the need to get out into the sun every once in a while.
Personally, I practice martial arts outside, but only in the privacy of my back yard, so if you don't have that or any martial arts experience, that suggestion's no good. Aside from that, just walking can be refreshing. Explore your neighborhood, find a park, etc.

I'm a big fan of hiking/walking. I just grab my mp3 player, boot up a podcast/audiobook and start walking. It's good thinking and relaxing.

I thought you just had a sweatshop of little boys doing all the work for you!
I think he should join a eco-terror cell, that way he could visit exotic areas and scare people at the same time.

Stare at random things, and see where a loose train of thought, high blood sugar count, and your imagination will take you!
I'm currently envisioning New Postmodern Mutant take on a Chun Li esque fighter who possesses a kinetic forcefield that allows her to specifically not die when punched when hit with Bullet Train levels of force and bullets, but she's not particularly alive either, fighting with a non-powered supercop gun-fu whom she has an on again off again relationship that is strained by popular notion lumping her with the rest of the superhumans commiting acts of destruction and the fact that he should be arresting her, while fighting individuals who can move super fast, warp reality with a thought, and/or possess giant mecha used to exterminate and capture any and or all superhumans. Instead of the mutants being like supergroups and forming parties and warbands, however, like stupid Marvel and DC, most super powered individuals exist like magic folk in Japanese and Irish culture, in that some of them take sides as antagonists, some of them actively fight for humanity like superheroes, but these are incredibly few, while the rest are neutral in regards with the rest of the world, peaceably or otherwise. If you're really bored, you could always go to TV Tropes, as that can keep you busy for HOURS. (not linking it as it is like a black hole of time and Fifth will curse me for indirectly wasting several hours/days/months of his life) All on a can of Sundrop, mild level of sedation due to lack of sleep over course of previous week, and watching someone play Dead or Alive. People see me staring at a white washed brick wall with a vacant expression and drool coming out of my mouth, and take it as me zoning out. I see me taking a spirit journey into untapped potential imagination!

I'm from Washington so I feel your pain.
You could do some reading, anything by Steven King is captivating, or you could find a couple of pages on TV Tropes and see where that takes you... |

I think you should buy liquor and drink at home. It can be drank moderately on the way to enlightenment, you know. Become one with zen or something, then push boulders to impress your friends.

You could go to bars and clubs or similar places and not purchase anything. They can be good social hangouts even for the non drinker.
Any free clubs you can go out and join? Hiking clubs? Volunteering? Something you can learn a new skill or hobby? I would recommend taking walks as others have before, even if it's just for the sake of walking. I hate being stuck indoors too long from working so it's a good way to refresh yourself.

I am very much not the outdoorsy type, and besides, most everything outdoorsy has been suggested already. But if you have a porch, it can be very relaxing to sit there and read a book. If you don't, get a chair and put it outside somewhere. There's nothing quite like fresh air and a good book.
