Like half of I Wanna Be The Guy, although the appearance of Ryu sure takes the cake.

Oh please, the giant green Zangief that shoots Blankas that you use as stepping stones was clearly way more fucking ridiculous!

Saints Row 2 as a whole is less "WTF" and more "WTF am I doing."
That part in Psychonauts where Raz walks into the doorway full of static, that was pretty rad. |

I don't really know what the name of the game was, but my roommate rented it a few years ago, but basically you had to fight these giant-breasted robot monsters, and your means to fight them was pinching their breasts and butts so they would explode or something. They could also use their breasts as helicopters.
My roommate informs me that the name is "Stretch Panic"

Draug's face in FE: Shadow Dragon. I mean, up until that point it at least looks like they were trying. He looks like one of those doll people from the original Thomas the Tank Engine series.

Remember old school Worms? One time I managed to lob a banana bomb into an opening in the ground that can't have been more than three pixels wide, into the face of a worm occupying the tiny hole inside. It detonated instantly, with the bananas jammed into the hole and nowhere to go, and the explosion was so mighty that not only did the worm disintegrate rather than take damage, but the computer froze up.
Or so we thought. My friend and I watched the screen for maybe one or two minutes, dumbfounded, thinking I'd made a crater in the game itself as well as the ground until it scrolled imperceptibly to the right. Then it scrolled a little more and we realized what was going on. You can probably guess. After another minute or three the worm fell to the ground, proud recipient of 500 damage. Now why is this in the WTF thread and not the achivement thread, you ask? Well, the worm was on my team.

WTF moment for me includes one Star in Super Mario Galaxy where you basically have to crawl all over the Bee Queen's body, including where her unmentionables would be were she mammalian, as Bee Mario to collect fragments of a Launch Star. The entire time you're doing this she keeps saying things like "Ooh! That tickles!" ALSO! This loading screen.

I have no idea what you're talking about. Every last one of them is a shameless rip-off of a real-life fighter somewhere. Sometimes combinations of fighters. Case in point, King is a rip of both a Japanese fighter and a Mexican priest who took up wrestling to provide for the orphans of his parish. One could also argue inspiration from Guin Saga for his appearance.
