HMMMM yeah I think I was only thinking of sudo being for elevating to root, but yeah I guess you can use sudo to elevate to whoever. I think that would accomplish pretty much what I need, just allow user b. the ability to sudo java as user a.
I will try this out when I get home but assuming it works, thanks!

For what it's worth, I often think of "sudo" as "super-user do" though it's actually "substitute user, do". It's a side-effect of what most of us use the command for regularly.
