Tough one...has Megaman obtained the appropriate upgrades to defeat Robocop by beating other bosses yet?

Robocop does have a huge weakness in that if Megaman got hired by OCP Robocop would be fucked.
But if he doesn't:  Can you jump as high as he can fly? Quote:

Also when did ED-209 ever do anything for Robocop? It was defeated by stairs.
