TTGL vs the Daleks could actually be pretty interesting, like there might be a decisive victor there but it's not immediately obvious to me at least.
On review Goku vs the Daleks isn't interesting because it's basically just the Doctor vs the Daleks because the Doctor is basically Nerd Goku.

But, when Goku dies and comes back, he gets stronger.
When the Doctor dies and comes back, he gets stranger. As for TTGL vs the Daleks. I may have to give it to the TTGL, simply because of the sheer volume of physics-ignoring it does. This is a robot that can literally target everything in a certain radius in both the near past and near future with a volley of missiles. Drill missiles.

And this is where things get out of hand as soon as TTLG gets involved, due to the massive amounts of physics ignoring and downright impossible things it does, it's not really about individual weapons and abilities any more, it's more "who has the greater power of plot", and all other merits become redundant.
