Don't see Red as the killer.
All the pokemon, including things like Lucario which are as big/bigger than a person, are represented by six inch tall plushies. Water gun is no more powerful than a squirt gun and did little more than gross out/annoy people when used. Seriously, everything we've seen of the pokemon are showing them as being little more frightening than fighting roosters, so it's really hard to take anything that would put them as a murder weapon seriously.

Supposedly. All we saw was that he ran off, glowing smash ball in hand. Whether he killed himself in a final blaze of ineffectuality or created (or became?) something more remains to be seen.
