I'd go with the Airbender, given that he has greater mobility and versatility than the FMA, as well as has a calmer personality and so wouldn't make rash, retarded actions in the midst of combat due to being called small.

As for Terra and Toph. For a semi-direct comparison, Terra+Raven slowly tunneled through rock to dig underground. Aang (Less Earth Bender) was moving large portions of earth at a time to dig his tunnel.

Though Terra can fly on her rocks, which should be a problem for Toph since she's blind and Terra isn't touching the ground. But regardless of that Toph has blocked projectiles many times in the show.

Plus Toph is so much more awesome, so Toph wins.
