Assuming Tavros can control Noir, then that means Vriska can control Noir too (double psychic reacharound).
But really, Tavros' ability is to "commune". The reason he can control animals is because he can talk to them and convince them that the thing he wants them to do should be done. If he tried to commune with anything with more sentience/language like Noir, then I'm not sure if it's any different from if Tavros just talked to him regularly. It's not impossible, though. But yeah if Tavros can control anything then that means Vriska can control it too. i mean sure maybe tavros won't get mindcontrolled if he can grow a spine but ha ha ha ha ha ha ha ha

Maybe Tavros has the exact same power as Vriska(In regards to animals), but his being a bitch-ass means he only ever makes suggestions...
Edit: Didn't we just have this conversation and conclude that because he used Terezi's Dragon to do something it certainly wouldn't want to do, he had full-on control?

Given that Tarvos' power is called "Communing" I'm betting it's still just talking to them. I don't think you could use Terezi's dragon Lusus as an example because Terezi lost her sight because she realized she didn't want to see (in the conversation that started here). I could be wrong about that though, I'm still not sure how Vriska knew she'd be getting back at Terezi.
The imps are a more interesting example, but we've seen more simple forms of persuasion work on people, so I don't see why he couldn't do something like that, were he persistent enough about it. Edit: Also I'm thinking if it's taking this long for an update we're waiting for a flash update to end Act 5 Part 2. But that's just wild speculation.
