Set what up? He rode his bike with some correlating flashing lights on his handlebar and then it was photoshopped in. I'd half wager that this was a stunt by the producers of Guitar Hero for some srs viral marketing.

There's a process called "rotoscoping." What it entails is going frame by frame and drawing in what you want in there. If they did it for the light sabers in the original Star Wars trilogy, they can do it easily enough nowadays.
