some things you could argue he tests, but not in any way a contemporary scientist would consider science. In any case he seems far more concerned with application of scientific principles than research and testing.

Well that is because he is completely lacking in peerage. And the only reason you really think that is because we only see him conducting application, because showing off research is boring even if he tends to bring Morty around during adventures to get materials for further research or other such bullshit.
