Well the thing is this:

1. The V for Vendetta masks are to hide their faces, and to identify them as anonymous, a group the frequently protests Scientology.

2. Even dicounting the above, that is NO excuse not to investigate when given photographic evidence and a whole bunch of witnesses to affirm what he says.

3. If the guy was expecting the cop to assume guilt by default you may have a point, however he was expecting the cop to investigate the evidence given.

4. The cop wasn't subject to poor audio, it was a result of his buddy telling the camera man to keep his distance(to cover the guilty cop's ass) and the wind.
