I'm pretty sure thats a play on the Colbert Report. I believe Steve Colbert had a spiderman comic that had the real comic's cover artist feature Steven Colbert saving spiderman whilst swinging on a web, and offered it to Obama in exchange for giving him an interview on the show. Part of a previous joke that he had dug up 'dirty secrets' about Obama, which turned out to be that he once collected Spiderman and Conan the Barbarian comics, making him the only thing worse than a secret terrorist: A secret nerd.

I think it was more of a reference to the fact he has no right hand, not the fact his left hand is clawed.
