Well I believe Anderson mentioned they lost contact with a bunch of their colonies, and if they can't even confirm the Reapers attacked their own colonies before showing up at Earth I doubt they could confirm the Reapers are attacking the planets of other species.

Attacking Humans and Turians makes more sense than the Citadel. You don't go charging into the most heavily defended section of the space that has shown it can kill you. You crush their support. Turians and Humans have the best military in the game. The First Contact War showed that Humans could fight the Turians. So you start taking out their infrastructure. Taking out Earth cripples the Alliance military. It is like hitting a smaller less defended Citadel while also getting their delicious human components.
As for the reaper on the ground, the shuttles were close. The Demo basically begins with, the colonies are going dark and giving Shepard his big I told you so you dicks moment. |

Actually besides maybe the Geth (legion made it clear we actually know crap about their military capacity) Quarians have the strongest fleet. But its very hard to attack a constantly moving military force.

Largest, not strongest.
They have a lot of power just due to the size of their fleet, but most of their war ships are held together with duct tape and gum.

Most of their ships aren't military vessels though. And they are quite vulnerable, since they don't have anywhere to really retreat to or get reinforcements from.

while ships might not individually be the strongest, most likely they are still the strongest fleet. For one, yes they dont have reinforcements or a home base, that means they have to be strong enough to protect themselves at any given time.
And remember its the military thats actually in charge. Most likely right above food, water, air is military capacity on their priority list.

They don't actually have to be strong enough to protect themselves from anything, though. There's too many ships for criminals/pirates to realistically attack them, and anyone else attacking them would mean declaring war on the Council. I.E. The combined human/turian/asari/etc. fleets.

I can not stress enough the importance of a home base to reatreat to and supply routes from home base to the front lines. The Quarians have neither; what they lose in the fighting can not be replaced. They might be the biggest fleet, and even if most of that fleet were military vessels, they would still lose almost any conflict that lasted any period of time longer than say a month.

the diologue in the game hints otherwise. "We have the largest fleet in the galaxy yet we do nothing with it" in the context of using it militaristicly
