The Thieves' Guild doesn't have a hall near the other Guild Halls. When they mention that the Guild Halls are somewhere (near the Oak and Crosier in Chorrol), they're talking about the Fighters' Guild and the Mages' Guild.
So, go into one of the buildings there... I think a sign is out front.

I think I went a little overboard with my mage character. I've made a simple checklist on things to do to make yourself all-powerful.
First, join the mage's guild and work your way up in ranks until you can access the Arcane University and therefore the custom spell maker. Make a spell (I named it Destruction Trainer) that deals 3 fire damage to self for 1 second(s). Use this spell over and over and over and over and over and over and over and over and over. Then get bored and pay your younger brother to stand there and cast this spell over and over and over and over and over and over and over and over and over. At first it goes fast, but the last level took me about 97 casts of "Des Trainer" to level up. If you want your Willpower (Mana Regen over time Stat) stat build per level to be better, mix it with some Restoration Training. You'll want to buy training on this one since restoration takes much longer to grind than destruction. Once your Destruction hits 100, the mana cost on all destruction spells will be dramatically lower. After this, get some good Soul Gems. I recall that you can steal some Grand Soul Gems from the Arcane University Tower's bottom floor, in plain sight. Actually, if you've joined the guild it won't be stealing, you'll just need to get through a lock to do it. Go and enchant a set of equipment to enhance your destruction skill. This cuts down the cost of all destruction magic spells even MORE. Go to the Alter of Spell Making and make 3 spells. One that takes about 1/5 of your max mana with an equal balance of Fire, Lightning, and Frost damage. (If you get only one element, the Cost to Damage ratio gets worse and worse as damage increases, so if you get a bit of 3 elements you get the most power for any given amount of mana). Set it to touch. Then make a ranged one like it set to power such that it takes about 1/3 of your max mana. Then make yet another touch spell that takes about half your mana to do damage of those 3 elements over time. Then make sure you have the "Weak Fireball" spell that you should get as a quest reward for mage guild stuff. If you don't have it for some reason, just make a 3 damage ranged fire spell with the smallest possible AOE. From here its actually quite simple. Go around the wilderness searching through Ayelid Ruins for Welkynd stones. Put them on your hotkeys. Run through the imperial city, flinging your almighty destruction magic at anything and everything that moves. When you run out of mana, use a welkynd stone. When everyone around is dead, remove the clothing from all of their bodies and use the Weak Fireball/Weak AOE spell to blast all of their bodies into a pile. Dance on the pile. Congratulations, you're as twisted as BM. EDIT: Currently my Mage character is like level 18 and he has a single freakishly powerful spell that does like 200 damage times some seconds in an AOE. The spell is called "Firagaja" and no one has ever survived it. Ever. I also got sick of not being able to see well from the default light spell and made a better version of it. Its actually very useful. I personally recommend light spells over night vision spells for any non-stealth characters, because its easier to see in light than in night vision.
