Alright, so G Dubya is at 1 for rulers, and Barack, Hillary, and Dongs are all at 1.

This actually isn't awful, as we have atleast one decent fighter and 2 high politic characters who can make up for George Bush's awful stats when it comes to building up a city.

I didn't even hex edit a few of them (like Clinton and Obama!) thanks to oddly succinct rolls, and others I shamelessly edited for the greater good (like Bruce Lee and Dr. McNinja!)
