So then, what does the jailer do? Does he arrest people at night or just guard them while a PO brings them in?

Nah. You arrest someone during the day and it makes them immune to all forms of lynches or night roles until you're released.
It can be used for lots of things. Finding out if a night power suddenly goes absent because of someone being locked up, or locking someone up for their protection. Self lock up is proclaiming invincibility as far as I can tell. ......... and whats #31?! |
