I always saw Rabbit as the old "star workers" (I can't remember the Russian term right now) and Tigger was a a subversive trying to sabotage him. It was basically 1984 again.

Oh I gotta get in on this...

Rabbit's a hero. Next time your grouchy because some dickhead came and stepped all over your [insert creation/food here], think about how much less grouchy you'd be if the same thing happened again. And then add in the grim knowledge that it will happen every day, probably for the rest of you life, and since you're a stuffed animal, that could mean forever. You'd probably be grouchy too. In fact, you'd probably go insane and start killing people. I would. Rabbit's a hero for not snapping and just violently tearing Tigger to fluffy shreds.

And Tigger...His thought process is something like this...
"Rabbit sure is bouncy, I'll cheer him up!"
*proceeds to pester Rabbit*
"Huh, he's still grouchy. I better cheer him up some more!"
