trying to remember the name of an RTS Computer Game

Hi everyone, with the coming of the christmas season, everyone at my place is asking me what i want for christmas, and the only thing i can think of is a RTS that brought me much joy in the past, that i no longer have the CD for. I'm trying to ask for this game, but there is one small problem... while i can remember some of the details about the game, i havn't played it for over 10 years and am now having trouble remembering the name. hence why i'm turning to you.

I'm hoping that by supplying some of the details, someone here will be hable to help me find the name of this game. first off, let me start with the details i can remember clearly.

First off, this is an rts that takes place after a nuklear holocaust or what have you. it takes place on earth in a Mad Max type era.

Two of the factions that i can remember are the remnants of the police, which had higher tech style vehicles, and cultists, whose vehicle styles are more civilian vehicles that have been converted to attack vehicles (their heavy assault vehicle was a semi truck and their fast attack vehicle was a motorcycle, the normal assault was a volkswagon beetle)

as far as vehicle and trooper creation goes, you pick the chassis type, and what weapons you want to mount on it. the same goes for troopers, you pick a weapon type, and armor type.

the last part is that the game was released in the mid to late 90's (i remember playing it in 1998/99 but can't say for sure when it was realesed)

it was not a 3d game, but pixelated

now on to the fuzzy memory part.
I think i remember that there were more factions than just the police and cultists, i seem to remember a girl group called the valkeries or someothing along those lines, but can't be sure

i also seem to remember the box art was a skull, but can't be sure about that either.

any assistance folks could provide would be most appreciated by both me, and my family (i've been tying up the computer for hours on end on google and ask.com

nope, not syndicate wars, i know that at least. actually, i have just been informed that the game is Tribal Rage... (i was wrong about the skull on the box art)
