Tech Support Usb not functioning

I'm trying to help a friend get her USB ports fixed. she is running a Dell Inspiron 9200. Nothing happens when anything is plugged into the USB port, its like the computer doesn't realise that it even has usb ports. I ran a diagnostic I got from the dell web site and it gave me two error codes, 4E00:011C on the register test, and 4E00:0224 on the memory structure test. i ran this test on all 3 usb controllers (0,1, and 2) and it failed on all three. My initial research into this says that I need to send the machine back to Dell and let them replace the motherboard, however the warranty is expired and we don't have the funds to pay for Dell to fix it. Other than taking it to a computer repair shop does anyone out there have a fix for this?
